What version of workflow-ng are you using?

You can try going to admin/build/workflow-ng and deactivating the weightquote configuration (select "edit" next to the name, then uncheck the Active box). Then the configuration will show up as inactive. Now choose the "reset" option to revert the weightquote configuration to the default values. It will now be active again. Try the quotes again after doing this.
