I really dont know which is called first

in uc_credit.module module_invoke_all('order','submit' ..) is called. Its called both by paypal, uc_credit and uc_simpleinventory. I dont know the order how it is processed. Did u complete the whole transaction. I would check for the inventory for the whole transaction to be completed
