Well I kind of got it going by using this

<a href="<?php echo $node->links['comment_add']['href']; ?>#comment-form">Add Comment</a>

Problem is the Add Commment link is shows up again about the comment form which leads to this url comment/reply/comment/reply/196#comment-form (See attached ss)

What do I have to do to hide the Add Comment link when the user is in Comment Form page
