Another possibility is to setup ranges of percentages.

If you are shipping heavy items then perhaps:

$0 - $99.00 at 10%
$100 - 299.99 at 15%
300 - 999.99 at 18%

or it could be used as a discount. The more you buy the less the shipping percent.
