There is no incremental product purchase like this... the simplest solution would be to have a product represent a yard of fabric, another represent a 1/4 yard, etc. You could also use a product attribute to change the length (so the customer selects on the product page if they want to order fabric by the yard, 1/4 yard, etc.), although it could create confusion.
