I've tossed this idea around myself... it would require some reworking of a few modules, I believe, because of the way we're gathering data from the checkout form. Basically, we'd just have to be building the order object as we go along... maybe storing data from previous steps in hidden fields on the checkout form or something. I imagine it would be quite a task...
