My charter to provide a single form checkout page is what initially brought me to Ubercart. It's interesting to me, having left a multi-step checkout form behind to read this thread. We discovered that the more stages you give your potential customers, the more opportunities you give them to abandon their cart without completing their order.

Any way, I have workflow-ng in play here. If the order is from the USA I offer UPS quotes and if they are international, I offer USPS quotes. I plan to add more granular workflow in the near future so that customers have more shipping options. I wonder if this might be a solution that will work for you and minimize lost sales for your client?
