It certainly can. The best way for this to happen would be for someone to spec. out the requirements to get this into Ubercart 2.0 and begin to work toward it. It may even be possible through a module without any core modifications given the nature of the Drupal and Ubercart APIs... it's just no one's had the time or expertise to get it done yet.
