Using store coupon 5.x-1.5. Where is the Product Restriction panel located?

Also notice that http://www.ubercart.org/contrib/1991 that this points to http://drupal.org/project/uc_coupon for the download and the other to uc_coupon_1.5.zip as listed on contrib/1991. Is one newer and if so which one?
