Discovered a small bug.

I have two countries set up in my cart - US and Canada. If I log in with an existing user and try add an address when I choose Canada as a country I get this An illegal choice has been detected. Please contact the site administrator.
even though I did select a province.

I can create the address properly if I register as a new user but I do get the error if I try to add a second address.
