I'm using GoDaddy for our domain registration (but not for hosting, if that matters), and I seem to be able to receive UPS shipping quotes via the web site, but not when I "create order" in the store administration.
The proxy issue with GoDaddy is for hosting only.
Your problem with not getting quotes on the "create order" page is an entirely different issue.
