I imagine that the package quantity setting for those products is just 1. But I also imagine that you don't put just one in a box and ship them all separately. However, that's what Ubercart thinks you want to do. The idea is that when there's only one kind of product in the cart, the package information from that product can be used instead of faking it the way the "All in One" process does. A side effect of that is that the package quantity is still used.

So just set the package quantity for you products to a value that reflects what actually happens. How many ink cartridges can you put into a box before you need another?
