Ryan, with all due respect: leave the VAT module building to "the natives" with access to an accountant or other financial specialist. European VAT laws are insanely complex, change frequently and are different for every country. Stop thinking of Europe as a fiscal union.
heh Notice I haven't written any code yet. 
I agree with you, but there are still things that need to be handled at the core level to accommodate solutions for each country. For example, right now there's no core way to display a product's price with tax included. If that's a common need, then even if it varies from country to country, core should still make that optional.
