Working toward that, but it's going to take a while and isn't totally possible with the current use of AHAH during checkout and order administration. We're eyeing full test coverage (insofar as it is possible) for the 3.x release, with cha0s doing some of the groundwork lately. Until then... it's good old hand tested releases.
