The use of CA have a good intention, to symplify the life of store owned with simple need.

However, I'm a little afraid to think that complex shop will need to install CA AND rules... you will have 2 different interfaces, you will have some rules in rules, some rules in CA, it will be a nightmare for developper.

At least, when you replace catalog by views, you use only one interface (views) and you are not obliged to enable catalog module (this is what I always do)

So it's not exactly the same thing.
