Might be because you're still using Alpha code? You should probably upgrade your Ubercart.

Besides that, is this for a user whose email is located on a different server? Or is it a test server whose email address ends with the same domain as the server?

For instance -
sending a notification from example.com, to user@example.com -> might not send anything because of an internal mail configuration. That's been my experience, anyway.
