Is there anyway to retain the payment panel and still have checkout complete without payment method enabled?

I have some fees that are added to products, the fees show up in the payment panel and not the cart content so if i disabled the payment panel these fees would not be displayed to the user. It would be ideal to have the fees displayed in the cart content but it seems unlikely with my level of ubercart knowlage that i would be able to achieve this.
