When going from cart to review order I get Invalid request: {0}

I'm guessing it's in my settings but keep looking them over and can not figure it out.

Full message: This transaction cannot be completed at this time. Error message from PayPal: Invalid request: {0} . If this error continues please contact the site administrators.

If it makes a difference I'm using Application ID: APP-80W284485P519543T

Any help with this would be greatly appreciated.
