I dunno man... do you have a link to any docs showing the feed construction? I mean, a module that just formats an RSS feed would only take a few hours and be somewhere around $200. Last I looked around Google, you actually had to use the Google Base API to send products and send updates to existing products... something like that would just take longer to work out the kinks... probably even up to a few full days' work which I'd price around $800-1200.
