when you mean turning a site back on, you mean you cannot login or the drupal is not coming up? Focus! 
In case you cannot login anymore, go to the sql tatabase and change the rottadmin password by selecting m5 as function and then inserting a normal password text. You may want to claer all cache tables as well...
