Need to figure out how to remove the zone / zip code from this as there is not that option for this country.

So I shouldn't include this one yet? If you don't want it to have any zones, you just shouldn't add them with the query. Ubercart will display N/A automatically for this country in any zone select box. A related example would be Singapore.

This one works. One problem with it is it doesn't have zip codes, so if a user has it, they will have to disable that feature.

Also, for your shipping address, the state is transformed into an abbreviation. So Dubai turns into something like UBX.

But, USPS needs to call those abbr. to be able to calculate.

So, saying that, it works and has been tested.
