There are specified 7 regions, I have used this http://www.ezilon.com/about-andorra.htm for abbreviate names, can be modified if they are wrong!

Looks great. Smiling I'll commit it w/ a minor change to uc_get_zone_ids(7) instead of 20.

Yes, you are right Ryan, I missed that the uc_get_zone_ids function is called with the number of regions and not with the country id.
