In the interest to keep Ãœbercart core slim and tidy, the extra blocks in the Catalog module have been moved to a new contrib: Marketing.
Any sites that are using the "Best sellers" or "Special offers" blocks should download and enable this module to keep this functionality. It won't transfer your settings, though, but they aren't hard to recreate, I don't think.
