This bounty is reserved for @longwave or @hanoii , as they've currently been working on this issue.
I have a client who needs the conditional action workflow issues resolved, so that they can re-enabled Paypal WPS. I'm working on other projects this week and currently and won't be available to resolve this until Tuesday Aug 9th, 2011. Also I don't want to create my own fix which will conflict with the work you guys are doing. I understand any fix may result in me re-organizing my conditional actions and I'm fine with that so long as they work as expected.
They have given me a bounty of $400 for the community they will send via paypal if we can wrap up this issue by next Tuesday.
The fix will have need to work for the following cases:
1. Make sure there are now duplicate emails or stock decrements on a sale.
2. Make sure WPS users are only provided with uc_files upon a paid checkout (Renew purchased files)
3. Make sure everything works with non-shippable (fully digital) vs. shippable (fully physical or mix digital+physical) orders
4. Make sure everything works under these use-cases, anonymous user, anonymous user + existing email address & logged in users.
5. Make sure this works with WPS & Authorize.net
