Configurable shipping options, and catalog-based tax rules

Bounty 1:

My client site will need configurable shipping options, namely "Regular Mail" (USPS first class), "FedEx" (for expedited services), and "Local Pickup" (at 2 different locations). It'll be best if it's just a module where we can define shipping options, and how much each shipping option adds to the subtotal.

How much would it take to build such a module, and how long would it take? The new site is ready to launch in 2 weeks, but while this shipping module is essential, it can wait a little bit before we implement it.

Bounty 2:

Same client offers 2 types of products, retail products and gift certificates. They are taxed differently in NY state. We'll need the tax module to set different taxes for different product catalogs in addition to geographic location. Again, not in a big hurry. How much would it take, and how long?

Bounty 2 has been completed in the dev version. (Thanks mizru and dayturnal!)

Bounty 1.... I'm not exactly sure what's wanted here, because it sounds to me that Übercart does this already. Mostly. I think both USPS and FedEx modules can limit which services they return quotes for, and you can change the text displayed by the Flatrate module to "Local Pickup" fairly easily.
