We recently upgraded to 1.10 on a development server before rolling it out, and have run into this problem.
After items are in the cart, we try to checkout, but it keeps taking us straight back to the cart page.
However, when we disable the Secure Pages module, it does let us go to the checkout page.
This did not happen before the upgrade.
