Ubercart is breaking for Australian states. If the only country enabled is AU, nothing is shown in the states drop down. If AU and US is enabled, only US states are shown, and only after the user proceeds to the review order page does the drop down show AU states.

I think I figured out the problem here. It is an oversight that I don't have a ready plan of action for fixing (but I'll certainly figure it out in the future or use someone else's idea 
). On the Livetest I disabled all countries except Australia and it was showing U.S. zones. The reason is that those drop down boxes are populated based on the store country. So I went to my store settings page and tried to submit so Australia would be the store country, but I got an illegal choice error on the zone. So... I chose an Australian zone, submitted, and now it all works fine. This should get your site back in action.
I think I'll need to update the code that uses U.S. as the default country to default to the only enabled zone if there's only one enabled at the time.
Yeah, I was going to post to say I'm setting up an Australian store that doesn't have any other countries, and mine seems to be working fine. I do believe I have the address of my store entered in the admin, so maybe that's the answer.
