Auth.net CIM module ignores billing zones on checkout

Hello there,

I'm using the Auth.net CIM payment module.

I just noticed that when I check out and use the previously stored location information, I can't pick up the billing zone through Workflow NG. This is problematic when I want to add a local sales tax.

First time, when I have to fill out the billing information the sales tax is charged. Second time around when I use the stored info, it doesn't.

Any ideas?

Shouldn't sales tax be determined by the shipping address, not the billing address, in any case?

If not, I guess we'll have to load the billing zone back into the order object for previously entered credit cards...

We have a product that is taxable, but not shippable. Billing zone seemed to make most sense.
