I have two options with international shipping:
First class
Priority
When the customer order requires 2 or more packages where one is over 4 pounds and one is under 4 pounds this is when we see the problem because packages over 4 pounds can't be shipped first class the have to be shipped priority. So When adding up the shipping costs we get like:
First Class: $7.00
Priority: $86.63
This happen because the large package doesn't return a price for first class so all you get is the shipping on the packages under 4 pounds. Priority on the other hand is correct shipping cost as it adds all packages together.
