Are there any instructions or guidelines to convert (payment) modules to UC3? Where can I find this information?

Ubercart's APIs have not changed much between UC2 and UC3, so there should be very little to do once you have converted your module from D6 to D7. Read http://drupal.org/node/224333 or use the automated Coder Upgrade module at http://drupal.org/project/coder to help you with this.
