I'm in the need of being able to specify amounts of up-charges to various services, for instance say +$5 to UPS Ground and +10% to all UPS Air services.

My thoughts were to add additional conditions and actions to the Workflow_ng event of fetching quotes. I've started toying around with adding them in a new module but it seems it would be a great addition to the quote core, also I'm a bit confused how conditions and actions are called and when and other such things.

I'm curious on other's thoughts on the matter, is there great enough interest to convince the Ubercart devs to include this functionality into core or should a contib module be dedicated to it. Like I said above, I was toying around with writing a module but seems to me someone with more Workflow_ng knowledge than myself would be able to whip something up really quickly.
