The counties of Northern Ireland seem to be missing from the United Kingdom country file. For my purposes it actually suits me to have Northern Ireland listed as a separate country, so I have created a Northern Ireland country file. I've attached it in case it's any use to anyone.
For most stores it's probably not a good idea to use this. It would generally be better to add the counties into the UK zones.
I had to invent country codes for Northern Ireland (demonstrating why this approach is not recommended).
However, my store currently only ships to Ireland and Northern Ireland, so this works for the time being.
