I am also searching for such a module... as well as a module for payment with order. I am a little bit confused that these payment methods are not found in the standard payment pack in core as I feel that these payment methods are more common than cheque or "others" Could anyone with better developer skills than me add these payment mehtods????

I too needed a payment on account module, I did look at using the other payment method or uc_po_order as an alternative along with triggers and conditional actions to set the order status, but I decided this wasn't sufficient enough when it came to managing and viewing the outstanding/existing orders, so i created a module, which adds a new Account Payment option. Orders can then be packaged into Invoices periodically and a store admin can keep track of the invoices. I have attached a few screens below.
