I want to add a Return Policy somewhere so they know how to return items and what the policy is on those items. Is there somewhere I can do this built in or if not can someone give me advice on how to add it somewhere?

simply create a page with whatever content you want and add it to a menu, ie primary links, secondary links, or navigation. preferably listed with other pages that contain similar policies, look at other sites and you usually see these kinds of links featured near the bottom of the page.
you can also look into tweaking this module, http://www.ubercart.org/contrib/877 (global terms+conditions) to make review of your returns page mandatory at checkout or other places of your site if you play around with it a bit
