From the user guide

"Creating the catalog and populating it with products:

Browse to Administer › Content management > Categories."

The catalog module is fine but I do not have this menu item. Any ideas?

Based on those version numbers, be sure to read the users guide for 2.x. The quote you've listed is for 1.x. Hope that helps.
