to take on the shipping quote

Store owner can orginize some campaingn about shipping quotes. The need is when the total price of an order is greater then a given price the store owner wants to take on the shipping expense for customer.
So;
- somewhere i should able to define the limit of the price (may be somewhere in "Shipping quote settings" -> "General settings page" admin/store/settings/quotes/methods)

- on checkout when the shipping is calculated i have to say that the shipping will
be paid by store owner. Also after this in the rest of the process and also on managind the order this should be visible. Currently i do not have any idea how to should i do that.

Before i start, getting your advise will be very lighting.

With the Flatrate shipping quote, you can set up a "Free shipping" method. In the Workflow-ng configuration, you can set the condition that the order is greater than a certain amount. If you want, you can also set your other shipping methods to only show up when the order total is less than that amount.
