USPS Failue on 14 or more Ounces

My USPS is failing when I have 14oz or more in my shopping cart.
Does anyone have a suggestion?
I've tried about 40 different combonations. Changing weight per product and number of products, that is the constant.
I'm getting the default error to contact administrator regarding shipping.

This failure is with 14 ounces in my cart.
Anything less, provides the correct price.

I've enabled and disabled an additional $2/per shipping, but having that variable did not affect the fact that 14ounces or more failed.

You can't ship anything heavier than 13oz with First Class. That's a USPS limit. From your output it's clear you *are* getting valid quotes for your 14oz case, just no First Class because that's not an available service for that package weight. I guess you only have First Class enabled in your allowed shipping methods, so there are no valid shipping methods enabled for that package. Hence the error message.
