i created a discount. but in the drop down box, there's nothing to choose from for conditions or actions. can someone help?

This module was abandoned a long time ago, so it can be used as is or taken over by someone new.

There is a coupon discount
There is a coupon discount system I develop, not abandonned but seems not compatible with the recent UC relase. If you use a beta5 or inferior version it should work.
There is a gift certificate module too.
Enable a module to add condition
I was having the exact same issue, until I realized that uc_discounts adds a new section to the modules page. There should be three in there by default, Order Total, Product, and Role. Enable one or more, and the corresponding options will be available in the dropdown when you go to add a condition or action to your discount.
In my case, I want a condition/action based on a product category, so it looks like I'll have to roll my own add-in.
