I'm not sure if this will affect Ubercart, but it looks like UPS is making some changes to their Online Tool set...

Important News for UPS OnLine® Tools Customers
UPS recently began implementing a new technology that improves customer connection speeds to ups.com.
The new technology is being deployed state by state throughout the coming months (see list of states below). During this phased deployment, the vast majority of customers have experienced a seamless implementation and faster connectivity. However, there were a small number of UPS OnLine Tools customers that encountered difficulties logging on to ups.com after the deployment was completed within their state.
UPS OnLine Tools customers that have encountered issues were locations that had any of the following configurations:
• If you limit access to web sites by hard coding firewall rules to specific IP addresses
• If your UPS OnLine Tools applications do not support the following Digital Certificate Authorities: - VeriSign or GTE Cybertrust
• If you install UPS.com digital certificates locally within your OnLine Tools application
