I have PAYPAL account with verified card but the system do not accept payment.

which payment processing method are you using, and is your PayPal account set up correctly for it?

Sounds like you're using PayPal with Website Payments Pro. For what it's worth, this is working just fine on a site I setup for someone else. There could be any number of things misconfigured... for example, are you using Sandbox or the Live server? Did you put in the API Keys properly for the PayPal WPP gateway configuration? What version of Ubercart are you running?

Well, I really use Paypal and it is not working. I use Live server. I configured my ubercart and Paypal account exactly the way is suggested in a step-by-step manual on this site. I use the last version of Ubercart. But the system doesn't want to accept payment.

This error came when you tried to submit an order, correct? IF so, and you are on live not "sandbox" then make sure the cc# is correct and the billing/shipping address matches the credit card.
Tell me, please, is it possible to adapt paypal for payment accepting form users, which do not have paypal account?
Because when I try to test it and to process payment a system referrers mу to paypal authorization page.
