Workflow-ng and taxes broken?

I downloaded the Ubercart 1.0 (Deluxe) Package a few days ago. After setting up taxes (admin/store/settings/taxes) you are told to go to workflow-ng configurations (admin/build/workflow-ng) to add conditions to the taxes.

When I get there, choosing edit for my new tax name, there are no options besides a checkbox and textfield to label the tax name. In the past, if I remember correctly, there was more to this setup.

Am I missing something or is it even neccessary to visit workflow-ng any longer? As the new tax name was enabled by default (upon visiting workflow config).

Dont klick "Edit" just klick on the name of the workflow.

I'm a little nervous about that deluxe package... I just found out it existed yesterday. Let me know if there are any hiccups with it or the versions of the modules it includes. Also, +1 to pebosi's answer.
