Is there a simple solution to disable the Add to cart button when the stock level of a product is zero or below?

By the way: Is there any change there will be an Europe tax (per product) support in core soon? I know there is a lot of chat about this issue. It is a main shortcoming of Ubercart for European store owners. I think Ubercart will rock more then it already does!
