I don't know if things aren't working as intended or if I'm just misinterpreting the wording, but when I uncheck Use collapsing checkout panes with next buttons during checkout under Configuration > Checkout Settings, the panes are still collapsible and the Next buttons still show up even though they don't do anything.

Should the Next buttons not disappear entirely and should the panes not be static?
