I've spent a lovely morning trying to bash the UC shipping quote feature into shape. I have found a lot of info in the forums. I learned that shipping quotes on the cart page don't work. I have repeatedly disabled and reenabled various Workflow-ng configurations. I have patched the FedEx Module. I have set package quantities to 100. After many tweaks and fixes, I am down to one final problem: the UPS quotes, and to a lesser extent the FedEx quotes, are far too high. UPS Ground is quoting $16.62 for a one-pound shipment to a business address within the same zip code. FedEx Ground is quoting $9.15 to a residence address. In my experience, the correct rate is around six bucks.

I have seen several queries about this sort of problem. I saw one post that suggested that UC is fetching three quotes and adding them together, but I can't find that post again. I've found no solutions. Is there one?

Have you checked how many items per package your products are set to? By default I think it's set to 1 per package for any given item, which was causing me high quotes on one site until I realized it was getting quotes for 10 boxes to box 10 units of a product separately instead of allowing 10 per "all in one" box.

It could be that they think your package is too big for its weight. Once a certain size is reached, UPS and FedEx will charge by "dimensional weight". Check the dimensions of your products, and also the weight units. If something is crossed there, that can throw off your rate calculations.

Thanks, Lyle and Sansui. You put me on the right path. The problem was that I had not uploaded an image for the products. Imagecache was demanding an image, even though I was not using an image field in the catalog. The result was that revisions to the products (weight, size, and—critically—package quantity) were being rejected for lack of a required image.

I uploaded a generic image, set the weight and size appropriately, set the package quantity at 100, and all is well. Case closed.

By the way, I am experienced at ZenCart and at Joomla's favored cart, and UC totally blows them away, just as Drupal blows away Joomla. I am eternally grateful for your generous contributions. My life is better with Drupal and UberCart.
