Just answered this one in a thread on d.o. Short answer... the block is deprecated and Admin Menu / Admin Menu Dropdown are the recommended replacements.
The changes to the menu system were just too significant for me to bother updating the store links block when someone else already has a simple to use admin menu module. And it really is great.
