I'm trying to help a family member out that is going to sell Window Curtains.

Each curtain has a sample that can be ordered. The samples cost different prices because some of the curtains are luxury silks.

Should I just use taxonomy and let parent products(curtain) have children(samples)?

Any advice on the best way to go about this would be greatly appreciated.

Also ideally the option to order the sample would be on it's product page.

The attribute system would let you have two sizes, full and sample. Sample could have a negative price adjustment, different for each product. Then it would just be up to you to present that to the customer in a way that makes sense.
