How do I limit downloadable products so that only one copy can be added to a cart?

Hmm... not sure how similar it is, but you might try http://drupal.org/project/uc_restrict_qty.

I was able to simulate the effect with "cart links" and use the code for "empty cart" then "add one" in the link. I ended up not using that solution though because my cart links would not work on certain browsers.
