Iam use ubercart-6.x-2.0-beta3 in drupal 6.1 and i want to set shipping according region ( address zone), every region different value, how to ? please help to do this

I would create a new flat rate shipping method for each zone, and use conditional actions to return the proper quote, based on the shipping address.
