Hello,
I am new to Ubercart and am wondering how to change the Checkout on the Checkout page to say "Payment" for example. Can anyone tell me which file the html construction takes place or if there is a better way?

There are a few ways you could do this, but one through your theme would be to:
1) Make a copy of the page.tpl.php file in your theme
2) Rename it to: page-cart-checkout.tpl.php
3) Edit the part where you probably have a $title being printed
4) Upload the file to your theme folder

This was useful to me, as I was looking for a way to remove certain theme elements from our checkout pages, such as the primary links.

In your theme - in template.php
function mytheme_preprocess_page(&$vars, $hook) {
if (arg(0) == 'cart' && arg(1) == 'checkout') {
$vars['title'] = 'Donate online';
}
