Ubercart I haven't seen this issue mentioned (though my search was not exhaustive):
I am using Ubercart 2.0RC6 with Drupal 6, of course. I selected all available countries to make them available for shipping. The language of the site is English, but non-English/Latin language and character sets are returned in the State/Province drop-down if some Countries that has non-Latin script are selected: For example, China, Japan, Russia, and a few others.
Additionally, three of the Countries added (at the bottom of the list) are in non-Latin script.
Is this a temporary issue to be resolved before 2.0 release?
